In addition to the point system and NOC 0,A or B, the experience in FSW has to be one-year continuous within the last ten years while CEC and FST do not demand the continuity. Moreover, there is the minimum of secondary education requirement in FSW whereas the other two do not have. The minimum language requirement imposed is CLB 7 across all sections of the official language test. Most importantly, experience gained from self-employment qualifies for the FSW program whereas CEC does not accept self-employment (updated in August 2019).
The experience counted has to be within the last three years. If the NOC is B, the language requirement can be as low as CLB 5 whereas CLB 7 is needed if the NOC is 0 or A. Physical presence in Canada at the time of application is not needed (updated in August 2019).
This programs is designed for certain NOC B group Candidates with Minimum CLB 5 for speaking and listening and CLB 5 for reading and writing (updated in August 2019).
